Blog abierto o cerrado?

Hola:

Primera pregunta, por iniciativa de uno de los participantes: ¿quieren que el blog esté abierto todos los que los quieran ver o sólo para nosotros (en cuyo caso habría que poner el password cada vez que se entre)?

En el primer caso, cualquiera puede ver los post y hacer comentarios. En el segundo sólo los "autores" que se agreguen. Puede ser qe alguién no quiera que sus opiniones sean vistas por terceros. Lo malo es que no hay posición intermedia, no se puede restringir unos post y otros no.

Inicial issues

Initial Governance

We would enlarge de governance structure as we figure more activities.

An Initial Meeting?

 Jose notes that they (his university in Bogota, Colombia (Externado  University)) will be having an event next September 3rd and 4th on International Investment Arbitration and again in October on Fair Trade, during which it might be possible to get together.

 It was also suggested that an initial meeting may be able to take place at the BICCL's WTO conference next month.

 Another suggestion was a virtual meeting, though perhaps such a meeting could be added to any physical meeting that takes place-  ensuring access via SKYPE or some other method.

 Is there some large international law (public or private/business law) event that takes place in LA (like the ASIL in the US, or the  AsiaSIL  conference) to which we can expect most people to be going  anyway, and so it could serve as a default venue, for a meeting the  day before or after?

 Funding:

Raising money to subsidize travel is seen as a priority in order to bring people together - though there may be other non-travel  activities that could also be approached.

 One way to begin to address the travel funding issue would be to one to identify relevant players (law firms, governmental bodies, and  universities) in the community and to ensure they are aware of the  Group's (and SIEL's) activities. Maybe this could be done on a  country to country basis, establishing a list of contacts and  sending that list to the co-chairs of the group.

 Scope of the Group

Caribbean region would not be included for the moment.

 Miscellaneous Issues

 Jose has offered to have someone from his university (Externado in  Colombia) to assist on some of the organization. This could be very helpful with respect to some of the issues raised here. 

 Also, it is thought that there are no competitor organizations. Do people agree?  If so, we have a free hand to move forward without worrying about upsetting anyone.  If not, we need to make sure we involve those other organizations.  

Next Steps

 Add more people (ideally though a list serve), including significant members of our field in LA.

"Begin to begin" to figure out the founding issues (name, purpose  and goals, organizational structure).

Tranlations:

A group formed by Ruth Kelly, Luiz Meira, Gustavo Peraza and Aparicio Caicedo is currently planning the translation in English of Mercosur´s Papers Mills decision.
